Ottawa: The tone of the Canadian government, which came after Justin Trudeau's departure from the post of Prime Minister of Canada, has changed dramatically and has started to crack down on Khalistani terrorism. Along with this, it has also indicated to India that its government is against all forms of terrorism. The Canadian government's report on terror financing has stated that at least two Khalistani terrorist organizations receive financial support from Canada. It was unimaginable that Canada would publish such a report during Trudeau's time. 

The report, titled 2025 Assessment of Money Laundering and Terrorist Financing Risks in Canada, identified two terrorist groups receiving financial support from Canada: Babbar Khalsa International and the International Sikh Youth Federation.

The Canadian Intelligence Agency, in a report issued two months ago, said that politically motivated terrorist violence has been going on in Canada since the mid-1980s. Khalistani terrorists want to create a country called Khalistan in Punjab, India through violent acts. Like Khalistani terrorists, Hamas and Hezbollah also receive terror funding from Canada. All these terrorist organizations have been registered under the Criminal Code in Canada. All of them fall under the category of Politically Motivated Violent Extremism (PMVE). They say that these Khalistani terrorists are not only dangerous for India but also for Canada. They can attack Canadian interests at any time. Thus, the current government of Canada has also supported the Indian government's claim that terrorists get support from Canada.

According to the Financial Transactions and Reports Analysis Centre of Canada (Fintrack) in 2022, a terror financing alert stated that Hezbollah was the second largest terrorist organization receiving a significant share of funds flowing out of Canada. The 2025 assessment report stated that Hamas and Hezbollah receive significant resources from Canada under the PMVE category.

All these terrorist groups receive funding through money services businesses and banking sectors, cryptocurrency, state financing, charitable and non-profit organization (NPO) sectors, and criminal activities. The Khalistanis are said to receive funding from several countries, not just Canada.
